What is the 4th Directive?

The European Parliament, by means of the 2006/26/CE (commonly known as 4th Directive) wants to give the victims of EU countries, the advantage of claiming and handling an accident in their own country and in their own language, despite the fact that the accident might have taken place in another country and the law applied might be the one of the country where the accident has taken place.
